He will do it in or out the house i have house trained dog's before.
But he seems to need to go about every 20 mins i dont think this is normal please help me.
You say that the dog is not holding his urine, but is he signaling that he needs to go outside and cannot always wait or urinating in his sleep?
Has your Dobermann's intake of water noticeably increased?
If your Dobermann cannot hold his urine and has an increased thirst, it could be cystitis, adrenal gland [cushings], kidney infection or other type of infection.
It is not normal for a dog to need to urinate every twenty minutes and does require a vet to examine the dog and diagnose the cause of the problem.

its NOT normal

I'd check with a vet to rule out a medical condition
I would say every 20 minutes for an 8 month old puppy is way too much . It could have a Urinary Tract Infection . Take it to the vets , UTI are very uncomfortable and if it is that he will need medication .
At 8 months old, the dog is just coming into sexual maturity, and will start becoming a little more dominant and territorial.
Are you sure he is actually weeing, or is he cocking his leg and 'marking' his territory?
If he has already been toilet-trained to go outside, and this peeing in the house is a recent thing, you should discourage it by 'correcting' it as you would correct any unwanted behavoiur.
Otherwise he will think it is acceptable for him to mark the house as HIS territory, and he will become more dominant and think HE is the Alpha Boss.
And a dominant aggressive Doberman is something you really do NOT want in the house.
It is time to increase his Exercise by taking him for a longer (45 minute) walk each day making sure he walks to heel, and increase his Obedience Training. Both of those measures will help you establish your position as The Boss.
And think about getting him castrated between 14 months to 16 months old.
