Excitement is weak energy in the dog world and weak energy means anxiety, so she is anxious about people and displays this behaviour to 'cover up' her anxiety. It is often 'encouraged' ( without the owner meaning to) when dogs are pups by people fussing and being excited to see them, coming directly into them and laughing when they 'fool around', so dogs think this is what is expected of them and dogs don't like to disappoint their owners so display what they think they want.

To stop it you need to set up a situation where someone comes in to your house or garden and totally ignores her, no looking at her, no talking to her and no touching her, then goes, over and over again.....moving on to once she is calm, calling her over and giving her a treat ( but only when she is calm) and if she gets excited then going back to total ignore. If she jumps up then you need her on a trailing lead so you can quickly get her under your control without fuss or telling her to get down, just by stepping on the lead and you have instant control, the person walking out of the area/room,, waiting till she is calm and then coming back in,again no looking, touching or talking......this will take the pressure off her to 'perform' the fooling around.

maybe if you desensitize her to being around a bunch of people that way it is less new and exciting and once she is not easily excited by everyone try teaching her to do the tricks while there is noise and distraction

i take my dogs to the middle school by my housewere there are kids skateboarding, riding bike, babiess in strollers, children running, football, baseball, basketball, and people eating, and other dogs. i do this every day so it is not as exciting now she just ignores everyone which is a big improvement from when she used to growl at everyone. and i always train her in the middle of all that mess and she is very focussed and i train with treats not toys just because my dog loves treats lol
