You can only get them done on the 'cheap' if you are in receipt of certain benefits and they will wan to see proof of this as well.
Most places will not spey until 12 weeks after the first season as well.

You must either get him done ASAP, or rehome him, as apart from the upset to your puppy, she will surely become pregnant when far too young, with unwanted mongrel pups, and you don't want that. I'm amazed you didn't think of this before getting a young female, and also I don't understand how you can take on a second dog if you have financial problems caring effectively for the first one. she will also need to be neutered when she's old enough, of course, but get him done first.
Also, be aware that, although neutering the male will stop him breeding, it probably won't make much difference to the mounting behaviour, if he's already adult and has learned to do this. I think some serious rethinking is in order here, sorry!
