Most annoying dogs in the universe

Shelton, Ct, these two beagles have been waking up the entire neighborhood at 3:00 in the morning from Judson Street to Lane Street (sure, they're cute with the sound turned off). They seem to have black collars on with tags. If anyone know what annoying person owns these annoying dogs, please post a message or tell the dog warden.
